Casino and Lottery Amendments

Two separate groups have submitted proposed constitutional amendments to legalize casino gambling in certain Arkansas counties. One measure would create a state lottery. If supporters of the amendments gather valid signatures of at least 70,602 voters by July 7 of 2000, the measures will be placed on the ballot in the November 2000 election.

The state attorney general has to approve the ballot title to make sure that it accurately and thoroughly describes the contents of the proposed amendment.

In recent years several attempts have failed to legalize casino gambling and create a lottery. Some have failed to gather enough signatures; others have been struck from the ballot at the last minute, because of legal challenges of the ballot title. One measure was narrowly defeated in a statewide vote.
