Pardon Is OK'd By GovernorPublished Wednesday, July 31, 1996 in the Nevada County PicayuneArkansas Gov. Mike Huckabee has issued a pardon for Frank Marion Halley Jr. The Pompano Beach, Fla. man had pled guilty, and was convicted in the circuit courts of Clark, Nevada, Hempstead and Lafayette counties on Oct. 12, 1960, on six counts of obtaining money under false pretenses. He applied for executive clemency, which was granted July 22, 1996, by Gov. Huckabee. At the time of his crimes, Halley was 17-years-old. He was sentenced to three years in the department of corrections, being released from prison April 2, 1963. According to a release from the governor's office, Halley has "demonstrated he has fully rehabilitated his life in that he has no subsequent felony nor misdemeanor convictions and he owns Medical Air Services Association in Roanoke, Texas." The release further states the circuit court has no objections to the request, and a panel of the Arkansas Post Prison Transfer Board voted 5-0 in favor of the pardon. With the pardon being granted, Halley has all rights, privileges and immunities restored to him, including the right to own and possess firearms.
