The Federal Agricultural Improvement and Reform Act of 1996 amended the Federal Crop Insurance Act to allow producers to maintain linkage by either:

Obtaining at least the CAT level of insurance for each crop of economic significance in which the producer has an interest;
providing a written waiver that waives any eligibilityy for emergency crop loss assistance in connection with the crop. (form FSA-570).

Crop insurance linkage is applicable for the new seven year program AMTA. A producer must meet linkage in all counties to be eligible in any county. Linkage requirements must be met by September 30 of each fiscal year. However, payments cannot be issued for fiscal year until a waiver is obtained or proof of crop insurance is submitted.

Sales closing dates for crop insurance for 1997 wheat, oats and nursery crop policies is September 30.
