In discussing the expo, Burns said enough money has been raised through corporate donations to fully fund the festivities, along with providing a small buffer for the commission. A plaque will be presented to the David Osborn family by Mayor Smith at 1:20 p.m. Oct. 27 at the expo, in appreciation for his work with the commission and Lowe Field. Smith said the GFD has been briefed on what to do in case there is an airplane crash at the expo, though all hope this doesn't occur. Burns said Federal Aviation Administration regulations require an ambulance, fire truck and doctor to be on hand at all air shows. In addition to these safety precautions, Burns added, there will be a medical helicopter on hand, what amounts to an emergency room on wheels (with the Baptist Medical van) and other measures taken. The Arkansas National Guard will be represented at the expo, basically handling traffic, while the Civil Air Patrol, OES, GFD and GPD will be on hand as well. "We want to be prepared," Smith said. A biologist with the Arkansas Game and Fish Commission has give the city verbal approval to begin construction of volleyball courts near the Gurdon Lake. In addition, the city was granted verbal permission to cut some of the willow trees in the area so a better view of the lake can be provided. The council passed a drug fund ordinance, which had been read at two prior meetings. This fund will allow the GPD to maintain a "buy" fund of $100 at all times, with the city marshal's and mayor's signatures required for moneys to be taken out of the drug fund account. The council's final action was little more than a formality, but one that had to be done. It approved two millages, as required by state law. One of these millages was the city's 5 mill tax, with the other being the 4/10 mill for the firemen's pension fund.
