ommission operates under the council's authority. The council has approved a personnel committee, with the commission agreeing to use it.

Jones spoke up saying this situation has become a sideshow. "The commission needs to present a resolution to the council (letting it be the department's personnel committee) and let it discuss the two proposals."

Hurst said he has no problems with the water and sewer department using the same hiring policy, but wants the mayor and council taken out of the equation, being replaced with the commission.

The commission voted to draft a resolution to present to the council at its March meeting. The resolution will concern allowing the commission to act as the department's personnel committee.

A special meeting will be called later to discuss the resolution before it is presented to the council.

Rhodes, saying he didn't want to cause any problems, withdrew his name from consideration as a possible commissioner. He said it was a moot point if the law requires members of the board to live inside the city limits anyway.
