Taylor was one of 25 selected officials who gathered from cities across the nation to discuss key issues affecting local governments, including electronic commerce, smart growth and the Y2K computer problem. Other discussions dealt with day to day challenges facing municipal leaders. Small Cities Council chair Margaret Finlay, Mayor of Duarte, Calif., presided over this year's meeting. Small Cities Council also sponsored a National League of Cities Leadership training seminar on small cities manager relations. National League of Cities Small Cities Council was created in 1976 to ensure the interested and problems of small communities are part of NLC's overall policies and programs. Its membership is made up of mayors from municipals with populations of fewer than 50,000. Two officials are selected from each state to form the special council that meets twice yearly. Taylor was selected to serve a two-year term on the Small Cities Council steering committee by Arkansas Municipal League director Don Zimmerson. Jacksonville Mayor Tommy Swain serves as the other representative. "This was a very educational meeting, permitting me to obtain all kinds of information that will hopefully steer me in ways that will be beneficial to our community," Taylor said in news release.
