to keep up with this, but Prescott is in a progressive mood.

"There's a lot underway," he said, "with the clinic and new businesses. There are several projects going on as the result of the good use of the one cent sales tax. The people are pleased, and this council can keep doing things to bring industry and growth to the county."

Taylor said he's enjoyed being mayor and is always at the disposal of the people.

Ricky Ragsdale, political newcomer, was the final speaker of the night.

Ragsdale is the general manager of the Nevada County Picayune, owned by his parents, John and Betty Ragsdale.

He, his wife, Teresa, who works at PHS, and son, RC, have been on the campaign trail during the race.

"I'm serious about this race for mayor," he said. "From what I've seen, we (Mayor Taylor and Ragsdale) are preaching the same message, but are trying to reach our goals in different ways.

"I want to make Prescott the best place to live in Southwest Arkansas. Prescott can't be limited to new jobs, new industries and expansion if it is to move forward. The people here are paying higher utility rates than in surrounding areas. That's not progress."

Ragsdale said the citywide voting system is not fair either, and proposed going to a true ward-alderman system instead of the current at-large voting method.

Animal control was another plank in his platform. He said children are being bit by uncontrolled dogs and half the city could lose mail service to the door.

"We have a problem and need animal control laws. I have a plan for it," he said.

"Can we say we're moving forward with the unfinished ball park (at the James Johnson Sports Complex)and the swimming pool the former mayor wanted to build.

"If elected," he continued, "I will see we move forward with lower utility rates, get rid of the sales tax, finish the sports complex, control dogs and rezone districts. We will continue to grow and be more attractive to new industries and expansion."
