Matthews is one of 84 comptrollers and contracting members who participated in the Air Force's Top Dollar '98 competition at Camp James E. Rudder in Florida. Top Dollar is a biennial competition for comptrollers and contractors to test team ability to operate in a contingency environment. The main purpose of the competition is to teach team members to operate and survive in any wartime or national contingency. Teams are rated on self-aid and buddy care, logistic detail kits, confidence course, information security, weapon firing, and includes more than 200 timed scenarios taken from actual activities or contingencies. Matthews is the contract readiness section chief for the Aeronautical Service Center at Wright-Patterson Air Force Base near Dayton, Ohio. He is the son of Charles D. and Mickey M. Matthews of Rosston. His wife, Kathleen, is the daughter of Ruth McGinnis of Paragould. The major received a bachelor's degree in 1984 from the University of Arkansas at Fayetteville and he earned a master's degree in 1989 from Troy (Ala.)
