County Required To Cough Up Back PayBY JOHN MILLERPublished Wednesday, February 17, 1999 in the Gurdon Times Two Clark County employees were paid for overtime they had worked. At a special called meeting of the Clark County Quorum Court Thursday, Feb. 11, the justices of the peace heard the problem and corrected it by appropriating the money to pay the people involved. Elizabeth Garner, with the Municipal Clerk's office, was compensated for 394.5 hours of overtime, while Holman Johnson was paid for 772.25 overtime hours. However, Johnson's total overtime report was for 1,072.25 hours. There was little discussion among the JPs when Clark County Judge Floyd "Buddy" Manning told the panel he had been in touch with the National Labor Relations Board on the matter. The NLRB, he said, made it perfectly clear the county's only option would be to pay the two people their overtime. The CCQC Budget Committee met in special session Wednesday, Feb. 10, to formally appropriate the funds required. Johnson was paid $6,139.39, with 469.66 being paid to social security matching, another 368.36 going to retirement and 44.20 for matching health insurance. Garner received a check for $4,300.05. A total of $328.96 was paid in to social security matching, with 258.01 going to retirement and 30.96 for matching health. A total of $11,939.59 was paid to the pair. This left a balance of $157,698.44 in the unappropriated general fund. Bill Conine was the lone dissenting vote in the matter, as all other JPs voted to pay the employees what they were due. Manning said these are the only two with such a problem to his knowledge.
