Sign Up Ends For CLDAP

Sign-up for CLDAP ends March 12. National payment factors must be determined before any payments are issued.

A 'person' is not eligible for benefits under the 1998 single-year or multi-year CLDAP if that person has a gross revenue in excess of $2.5 million for the 1997 tax year. The payment limitation for CLDAP is $80,000 per 'person.'

To be eligible for the multi-year CLSAP, a producer must have suffered a loss and received crop insurance indemnity payments for insured crops or for non-insured crops, suffered a loss and received ad hoc or NAP payments, in at least three of the past five years to qualify.

The 1998 single year program provides assistance to producers who have suffered qualifying losses in excess of 35% of the expected production of 1998 crop production. Eligible losses cannot be the result of poor management decisions or poor farming practices.

In most cases, the expected production will be based on the county average yields 1993 through 1997. For example, the 1998 county average yield for hay is 2.04 tons.

As a condition of receiving benefits under catastrophic, producers who did not insure 1998 crops shall be required to purchase crop insurance for all insurable crops of economic significance in 1999 and 2000. Producers may make an application for a Catastrophic Risk Protection (CAT) policy until April 28.

Persons applying need to take 1998 crop input costs (seed, fertilizer, herbicide, etc. receipts) and '98 production records (sales receipts, invoices, settlement sheets, etc.). If a 1998 acreage report was not filed, you must submit acceptable evidence of existence and disposition of the crop at the time of the disaster (land was rented, owned, etc.).

You will also need the date and description of weather related disaster that impacted the crop.
