City worker struck by car on Hwy. 19

A Prescott city worker who was struck by a car on April 29 has been released from the hospital, according to information from the city.

The driver of the car, Jacqulyn Ann Milner, 51, was eastbound on Highway 371 where the accident occurred shortly before 11 a.m., according to a report filed by Prescott Police Department Assistant Chief Ann Jordan. Jordans report indicates that city employee Lewis Hill was reportedly leaving a garbage truck and was crossing the highway to pick up trash from the other side of the highway. A drawing of the accident site indicates that the garbage truck was stopped in the center of the highway, in the turning lane.

Milner was driving a white 2003 Ford Taurus. According to Jordans report, Hill had left the trash truck he was on and entered the highway to pick up trash from the other side of the street. Milner reportedly told police she did not see Mr. Hill until she was right on him. Jordans report indicates that Milner swerved to avoid hitting pedestrian Hill but was unable to do so.

Milners car struck Hill from the left mid-section of the vehicle, according to Jordans report. Hill then apparently hit Milners windshield and the passenger-side mirror.

Milner was on the highway when officers and paramedics arrived. The accident occurred near the Firestone Building Products drive but traffic was not delayed extensively during that time. Hill was treated at the scene by paramedics and then taken by medical flight to the University of Arkansas for Medical Sciences at Little Rock.

Accident reports include a section entitled contributing factors, and on this section, Jordans report listed Milners failure to yield as a contributing factor.

According to Prescott Mayor Howard Taylor, the city employees had done what they were supposed to do. Blinkers were in use and the city employee was wearing his reflective safety vest.

We are, hopefully, doing everything were supposed to do, Taylor said.

Taylor said his reports indicated that Hill had a broken leg and several facial injuries.
