Five approved for service on board

The Economic Development Corporation of Clark County is now an official entity with a board of directors.

The Clark County Quorum Court approved the articles of incorporation, bylaws and members of the board of directors during its meeting on Monday, Sept. 10. The board will oversee the use of funds collected through a one cent sales tax approved by voters recently to spur economic development in the county.

After approving the application to create the corporation, the court discussed its bylaws. One of the biggest discussions concerned an attendance policy for the members of the board.

In the bylaws, it is specified that any member who misses two meetings in one year will be removed from the board. The rules to allow for other members to vote to excuse an absence so that it will not count towards the two allowed.

I think thats pretty lenient, said Justice of the Peace Wayne Bowen.

JP Jonathan Huber asked about a specification in the bylaws that said the powers of the EDCCC board were subject to the powers of the quorum court. He asked if the court could vote to overrule an action of the board.

County Attorney Todd Turner said that although the court could provide oversight to the board, it probably shouldnt overstep its bounds.

The court approved a list of five voting members of the board of directors and a list of fifteen people who will make up an advisory committee. The voting members approved were Euodias Goza, Conner Eldrided, Frances Eason-Nelson, Becky Jester and Randy Sorrells. Non-voting members approved were Wendell Ketchum, Joyce Palla, Tom Calhoon, Rosboro Hendrix Jr., Wesley Kluck, William Wright, Lewis Shepherd Jr., Tommy Roebuck, Randall Turner, Ricky Norton, Sherry Kelley, Damon Daniels, Phillip Baldwin, Billy Tarpley and Billy Bunn.

I dont know how much time we spent on these, Clark County Judge Ron Daniell said. These are the ones I thought would do the best job for Clark County.

Under state law, the county judge, state senator and state representatives for Clark County will be ex-officio members of the board of directors.

The five voting members will now have to attend a training class to educate them on the responsibilities of their positions which will be held in Clark County.
