Prosecutor enhances drug chargesBy Wendy LedbetterPublished Wednesday, September 5, 2007 in the Nevada County Picayune In a flurry of recent filings, several people have been charged with delivery of controlled substances and maintaining a drug premesis, but many of those now carry an enhancement that could add several years to the sentences. The enhancement may be put in place when a drug transaction takes place within 1,000 feet of an area that has been specifically designated as drug free. Those areas include churches, schools and housing authority property. In most cases, the drug buys were made in a vehicle. Eighth Judicial District Prosecutor Chris Thomason said the enhancement was made available by state statute, and that its a very recent addition to drug charges in the Eighth District. The recent Nevada County filings include several from outside the immediate area. Some have not yet been arrested to face the charges. Ronnie Harold Nolen Jr., 25, 238 E. Fourth St., faces three separate drug charges. Nolen was charged with delivery of crack cocaine and maintaining a drug premises within 1,000 feet of property owned by the Prescott Housing Authority. Nolen is accused of having sold .19 grams of a substance the state crime lab has identified as crack cocaine for $40 in a controlled buy in September of 2006. Nolen is being represented by Little Rock attorney Ronald L. Davis who filed several motions on behalf of his client three days after the charges were filed. Nolen is charged with delivery of crack cocaine for allegedly selling .28 grams of crack cocaine to a person working with the police in October. Additional charges were filed for a September delivery of a controlled substance and for maintaining a drug premises within 1,000 feet of drug-free property, in this case the Prescott Methodist Church. Jeremy Brent Jackson, 26, no address listed, Rosston, was charged with delivery of a controlled substance and maintaining a drug premises within 1,000 feet of drug-free property, in this case, property owned by Prescott Housing Authority. Terry Lee Williams, 22, 359 Warren St., was charged with delivery of marijuana and maintaining a drug premises. Williams is accused of selling marijuana to a buyer authorized by the police on two separate occasions. He was released on bond and is due back in court on Oct. 2. Billy Dewayne Callahan, 42, 103= Tenth St., Huttig, was charged with delivery of crack cocaine and maintaining a drug premises within 1,000 feet of drug-free property, in this case Munns Chapel. Anthony Ingram, 25, 835 Moncrief, was charged with three counts of delivery of a controlled substance and three counts of maintaining a drug premises within 1,000 feet of a drug-free zone, in this case Munns Chapel. A request for additional time because Ingram is a habitual offender is included in the court records. James Charles Easter, 30, 224 W. Third, was charged with three counts of delivery of a controlled substance and three counts of maintaining a drug premises within 1,000 feet of a drug-free zone, in this case Centerpoint Church and Faith Temple Church. Julian S. Ingram, 30, 835 Moncrief, was charged with delivery of crack cocain and maintaining a drug premises within 1,000 feet of a drug-free zone, in this case Munns Chapel.
