Locals face charges for delivery of drugsBy Wendy LedbetterPublished Wednesday, April 18, 2007 in the Nevada County Picayune Charges for possession of a controlled substance against a Prescott woman have been dropped after lab tests revealed that the substance was not marijuana. DeShawn Fellows, 27, 1103 Cornelius St., faces an additional three counts of delivery of a controlled substance - crack cocaine. Fellows appeared in Eighth Judicial District Circuit Court on April 10 before Circuit Judge Duncan Culpepper. The original charges were filed Nov. 27. At that time, Fellows was accused of possession of marijuana. According to an analysis from the Arkansas Crime Lab entered in the court records, the state tested 7.2 grams of the substance officers believed to be marijuana. The report indicates that there was no controlled substance detected. The report does not state what the substance actually was. There is no additional information on the events that led to that charge. In court, Culpepper explained to Fellows that the charges were to be dropped based on the fact that it wasnt a drug. Keep out of trouble and youre excused Culpepper said. Fellows still faces charges on three counts of delivery of a controlled substance for her alleged role in selling crack cocaine to informants of the Arkansas State Police. According to affidavits on file in the new cases, police worked with an informant to build the additional cases. That informant reportedly told officers that crack cocaine could be purchased from DeShawn Fellows, AKA Dotchy. Officers gave the informant marked money and fitted the informant with an electronic recording device, then dropped the person near Fellows home in Prescott. According to the report, Fellows gave the informant two off-white rocks represented to be crack cocaine in exchange for $20. Fellows is facing a separate charge of delivery of a controlled substance. The information filed indicates the same scenario on a different date - including the sale of a substance believed to be crack cocaine to an informant. The substances reportedly sold by Fellows to the informant have turned over to the state crime lab for analysis. There were several people in court last week on drug-related charges. Larry Milner Jr., 615 Gee St., appeared before Culpepper on new charges of delivery of a controlled substance and simultaneous possession of drugs and a firearm. He has been in jail for more than a month on a previous drug charge. Milner appeared in jail garb and the question of bail was addressed. Milners attorney said his client had been in jail for a month and a half and that Milner had a job to return to if he were released from jail. Do you work? Culpepper asked. Yes sir, replied Milner. Culpepper questioned Milner about his job and his life. Milner confirmed that he has family in California, including a child. Milners attorney asked that bail be reduced to $5,000. Prosecutors noted that the charges against Milner are serious with a potential prison sentence. Culpepper said he wasnt sure that $5,000 was sufficient to ensure Milners return to court. He has no thought of running to California, his attorney said. Culpepper set bail at $10,000, meaning Milner could be released on a $1,000 bond.
