Tickets written for noisy people

Fines have been established for the citys noise ordinance.

Morris Irvin, acting police chief with the Prescott Police Department, told the Prescott City Council, at its October meeting, the fines have been set on step basis with the third offense costing the person cited $500 and court costs.

Recently in court, he said, there were 11 or 12 who had been ticketed for violating the noise ordinance and all were found guilty.

Prescott Mayor Howard Taylor said signs have been ordered concerning engine braking. The signs should be in soon.

Carl Dalrymple, city accountant, talked to the Council about amending the citys budget, saying it will have to be done again in December, and there will be bigger amendments to be made. He also stressed the need for a budget committee to start meeting so the city would have a preliminary budget by Dec. 1. We dont have to approve a budget until February, he said, but we do have to have a preliminary budget by the first of December.

The amendments to the citys 2005 budget were approved.

Mary Godwin, executive director of the Prescott-Nevada County Chamber of Commerce, told the Council about the Chambers annual Halloween Costume Contest. The contest is for businesses or individuals, with cash prizes going to the winning costumes.

Its a fun event for the community, she said.

The costume contest will be judged Monday, Oct. 31. But, anyone or any business wanting to enter must contact the Chamber by the end of the work day Friday, Oct. 28.

The Chambers annual meeting will be held Wednesday, Oct. 26, at Wolves. The Chambers Board of Directors will receive the year end report along with plans for next year. There will also be a PowerPoint presentation made showing what the Chamber has done this past year.

Taylor told the Council the city is still tearing down old houses and there are three more to be torn down in the near future. This will improve the town, he said.

Perry Nelson, superintendent of the citys water department, was asked about the fluoride situation. He said his crews havent had time to work on this issue much of late because of having to work on leaks.

According to Nelson, the leaks were the result of the extended spate of dry weather.

Talking about getting the interior of the water tank painted, Nelson said this project is in the hands of the engineer.

Taylor said if the Council wants something different painted on the outside fo the tank, the time to talk about it is now.

On the topic of the street program, Taylor said the streets lacking are out by TA and Hines. The soil will have to be analyzed to see what needs to be done as there is a lot of heavy truck traffic on these streets.

As to the electricity situation, Taylor said its still going on, but there have been glitches. Itll be a miracle to get it done by Jan. 1. But this is our goal.

The Council went into an executive session to discuss personnel issues. When the meeting was called back to order, the Council approved a new line item for the Arkansas Municipal League Defense Fund. This will be a $25,000 expenditure.

Taylor said the city has always been part of the legal defense fund, but didnt have a line item in the budget. Should the city have a legal issue, it will be referred to the Arkansas Municipal League (AML), and it will take care of any judgement.
