Questions raised over county budgetsBY JOHN MILLERPublished Wednesday, August 18, 2004 in the Nevada County Picayune Budget questions arose at the August meeting of the Nevada County Quorum Court. Justice of the Peace Arval Mason voiced concerns about several departments being close to having spent their entire budget for the year with almost four months left. He asked if the county would be getting any extra money to help with automation because some school districts in the area are growing. Nevada County Judge James Roy Brown said the county can collect money for the automation fee with each department having the ability to retain a portion of this fee. Otherwise, the money is placed in the county general fund. The purpose of the automation fund, Brown said, is to make sure the different offices have the money needed to purchase computers, hardware and software. It came about because some Quorum Courts across the state didn't want to provide the money to do this for their offices. In Nevada County, Brown said, the collector's office has yet to begin an automation fund. Gary Lewis, JP, said this fund is a way for the offices to bypass the Court if the Court didn't want to purchase the equipment. On the topic of school money, Brown said the treasurer's office can retain 0.25 percent of all the money for the districts in the county as a handling fee. Nevada County Treasurer Karen Cobb said Emmet is the only district her office has been handling as the others do their own bookkeeping for the state funds. She added, Blevins will soon be taking over handling the Emmet monies. The money, she said, comes to the treasurer from the state and is distributed to the school districts. Mason turned the topic back to budgets, saying the Nevada County Sheriff's Office has spent 75 percent of its budget already. He then asked if the county could get any money for handling the school funds. Cob said Dr. Gene Ross is transferring all the Emmet funds to Blevins. The only amount the county can get from districts is the 0.25 percent as a handling fee. "Most of the budgets are in good shape," Mason said, "but we've got to watch the Sheriff." Questions were raised about the library budget. Brown said electric bill is still being paid out of that budget for the old library building, which is being used for storage.
