Prescott man charged with three counts of child rape in county

A Prescott man who is already serving prison time has been charged in Clark County Circuit Court for three counts of rape  two involving Nevada County girls who were under 14 at the time of the incidents.

According to court records on file at Clark County, Terry Alan Finigan, 169 CR 41, Prescott, has been charged with three counts of rape, two involving children who were less than 14 when the complaints were filed in 2002.

The case was brought to light when Arkansas State Police received a call on the child abuse hotline. According to an affidavit by a state police investigator with the Crimes Against Children Division, the information from the call "was that two children in Nevada County, Ark., alleged that Terry Finigan" had sexually abused them. The incidents occurred in Nevada County, but similar actions against the same victims also occurred at DeGray Lake in Clark County, leading to the charges filed last week in Clark County Circuit Court.

According to the police report, the children were taken to Baptist Medical Center-Arkadelphia and then to Arkansas Children's Hospital in Little Rock. One child had "physical findings that were consistent with sexual abuse," while the other had "no physical findings of sexual abuse, but her interviews with Children's Hospital personnel was consistent with sexual abuse."

The two victims were 12 and 9 at the time of the report. A third victim was 14. Finigan was charged in Clark County with two counts of rape of a child less than 14 and one count of rape. Each is a Class Y Felony that carries a term of 10 to 40 years or life.

The trial is set in Clark County for July 9. Motions are slated for July 6.
