Clark County Quorum Court Meets

Three ordinances were passed at the Clark County Quorum Court's regular December session.

One of the ordinances was passed specifically to allow Clark County Judge Floyd Buddy' Manning to purchase, mostly maintenance parts for the radios from R&R Antennas and Jim Burns Enterprise.

Manning informed the court of Burns, owner of the West Pine Exxon, Arkadelphia, allowing Clark County Sheriff's Office deputies to purchase fuel on a 24-hour basis.

For the officers to have this round-the-clock access the quorum court was required be informed of and to approve the purchase of any fuel.

Manning expressed his belief in the benefits of this access due to the limited hours when the county's pump could not be made available to the officers on duty.

The second ordinance was required to freeze the county's base pay. The ordinance specifically allowed amending the personnel policy.

There had been debate, in prior sessions, about the pay gaps occurring between personnel with seniority receiving less in pay than the newly hired.

Freezing the base pay will help decrease the pay gap according to the personnel committee members.

The third ordinance was the final clean up ordinance of the year 2000. The clean up ordinances usually make small changes to adjust the budget correctly.

This allows the court some flexibility throughout the working year. The catch is now, with the court having met for the last regular session, if any changes must be made there will be a special session called.

If the math is correct the county will have an exact amount of funds available until the end of the year.

Justices, Manning, court staff and others expressed their appreciation for the service of Justice Bill Kirksey who will not be returning to serve his district in the coming year. Kirksey commented on his esteem for his fellow court members and others during his time in the court.

Manning, during the judge's report, listed the accomplishments of the past few years and a few things for the county to look forward to.

Manning then spoke of the swearing in ceremony to be held on Jan. 1, 2001 at 10:00 a.m.

The court will meet again in regular session on Jan. 8, 2001.
