Van, Truck Wreck Kills TwoPHOTO BY JOHN MILLERPublished Wednesday, August 16, 2000 in the Nevada County Picayune FATAL ACCIDENT Two people were killed in this two-vehicle accident Tuesday, Aug. 8, near Willisville. The accident occurred around 3:45 p.m. when a semi, driven by Ellis Ray Banks of Houston, Texas, rear-ended a van driven by Elvira Marlar, 49, of Willisville. Billie Cogbill, 65, of Willisville, was a passenger in the Marlar van. According to reports, Banks apparently didn't slow down when the van was attempting to turn into a driveway on Highway 371. The impact caused both victims to be ejected from the van, with both being pronounced dead at the scene. Banks has been charged with two counts of second degree manslaughter because of the accident.
