Bluff City Youth Killed On Nubbin Hill RoadBY RICKY RAGSDALEPublished Wednesday, July 19, 2000 in the Nevada County Picayune NUBBIN HILL FATALITY - 17-year-old Justin Phillips of Bluff City died late Monday, July 17, when the 1999 Pontiac GrandAm he was driving rolled several times and struck a tree on Nubbin Hill Road just off Highway 67. According to officials, Phillips apparently attempted to avoid an animal in the road and lost control of the vehicle, going airborne into trees along the road and flipping at least once before coming to rest upside down. The Nevada County Rescue Unit was called to free Phillips from the vehicle. Phillips was pronounced dead at the scene by the Nevada County Coroner's office.
