JPs Meet July 10; Very Little Discussion Held On TaxBY REBECCA S. COOPERPublished Wednesday, July 19, 2000 in the Gurdon Times The sales tax issue was barely mentioned at the July meeting of the Clark County Quorum Court. Clark County Deputy Prosecuting Attorney, Taylor King and Clark County Judge Floyd Manning did set forth a challenge to Gurdon and Mayor Rick Smith. "Smith has spoken to an attorney, We don't think they can legally get this sales tax revenue," King said. "If they can show us where Gurdon is allowed to receive more sales tax revenue? At this point our research shows they can't." Manning said "If we go ahead, it may make us, and them, liable for a lawsuit." According to Manning, the architects are ready with their measurements to begin removing the asbestos from the Extension Service Building. He told the court about extensive water damage to the attic and roof from the tornado. "It's developed a bad smell." As the court strayed from the topic, no action was initiated. Originally, the agenda called for discussion of possibly renovations creating a kitchen for the jail. After approving budget additions and deletions, the court voted to purchased five hand-held radios for the four current state police officers in Clark County. The radios cost range, according to Manning, is estimated to be $499 for each unit. Manning expressed the possibility of another officer being assigned in the county in the future. The debate for the radios was expressed as a safety issue for the officers who must step away from their vehicles while on duty. This will provide them with constant contact with the dispatcher and other officers. An estimated $6,000 or more has been approved for purchase of four stone slabs, additional name plates, and possibly a sign for the Veterans Monument. JP John Howard said the budget for the monument has approximately $1,600 left for the purchase of two slabs. In addition to the four being funded by the court, the monument is in need of stone to fill the gap which remains at the top of the slabs already in place. JP Dot Juanita' Curry reported the court on the layout plans for landscaping the courthouse. Curry and the Master Gardeners of Clark County have the proposed layout ready. Manning was pleased remarking, "Now we can go ahead with a bid on the sprinkler system before winter." The court proceeded to approve the requested $2,100 for the materials need by the Master Gardner group. Discussion continued concerning the possible alternative sources for materials such as donations of hardwood chips from local businesses. Clark County Red Cross (CCRC) has moved to a new location from which the county will benefit from. Manning reported the CCRC will now occupy the old Department of Human Services building across from the jail. Manning said "They've got a pretty good staff over there.
