Ordinance FailsBY REBECCA S. COOPERPublished Wednesday, February 23, 2000 in the Gurdon Times Clark County's Quorum Court voted down the ordinance for establishing rules of procedure for its meetings. This meeting was the last reading required for the ordinance. JP Bill Kirksey had prepared the original ordinance built on the rules of procedure for the Pulaski County Quorum Court. The motion to apply the rules failed by one vote 6-5. Clark County Judge Floyd "Buddy" Manning announced at the meeting he would have information later in the week concerning a "multimillion dollar industrial interest" looking at Clark County. The company, a utility concern has begun its preliminary steps to investigate settling here. The Clark County Industrial Council started the courtship with the Fortune 500 company. The company is in the business of wholesale electricity from clean burning natural gas power generating plants. Called 'merchant power facilities,' the electricity from the plant would be sold to private investors, electric cooperatives and others without passing on the projects cost. Municipal Judge Randy Hill requested $1,500 per year to pay for a chief deputy clerks position. The title of chief deputy clerk allows the clerk to fill in for other officials in the municipal criminal and civil courts. The court passed the motion for the payment. During the meeting, the court also passed a motion for the budget addition of $3,000 to $4,000 approximately, for the current contractor working on the renovations of the old municipal court offices to build a wall partition. Specifically, the partition would create a storage space for the materials used by Clark County Sheriff Troy Tucker. The 8-foot wide hallway will be divided in half, reducing the hallway to 3-feet in width. The other renovations in the building, including the creation of two interrogation rooms, are proceeding very well, according to Manning. The judge praised the efforts of the county road department during the recent snow storm stating, "Road crews opened up 900 miles of road in three days, they made me proud." Road crew workers will be happy to learn that with his praise the court okayed the payment of the 248.5 hours of overtime. The county provides allowances for emergency payment for just such an occasion. Along with the road crews, Sheriff Tucker will also be paid for his 100 hours of overtime worked during the storm. The modular buildings, used by the court and county during the building of the new courthouse, and the renovation of the old courthouse, are to be auctioned off on February 22. The buildings will be sold along with four police cars and furniture. The rededication for the Clark County Veteran's Monument has been scheduled for Wednesday, March 1, at 11:00 a.m. JP John Howard is encouraging veterans and their families to fill out the forms for their spot on the monument. The forms are available, but a fee of $20 is attached per name entered. March's quorum court meeting will be moved next month to make time for members and others to attend the Gurdon Chamber of Commerce Banquet. The court is now scheduled to meet Tuesday, March 14.
