Disaster Relief Sought By GovernorPublished Wednesday, September 8, 1999 in the Nevada County PicayuneGov. Mike Huckabee has requested a federal disaster designation for all 75 Arkansas counties, because of drought conditions. The governor has written U.S. Secretary of Agriculture Dan Glickman asking for a disaster designation to allow farmers to apply for low-interest loans. "Drought conditions have persisted in much of the state since June," the governor wrote. "Temperatures have been at or above 100 degrees with heat indexes of around 105 to 110 degrees since mid-June in a large portion of the state." About three-fourths of Arkansas is severely dry and a third of the state is excessively dry based on a federally crop-moisture index, Huckabee said in the letter. The governor said pastures have deteriorated, because of the lack of rain. "Many areas of the state have started feeding hay to livestock due to deteriorating conditions in pastures," Huckabee said.
