JPs Adjust 1999 Budget

Nevada County Justices of the Peace (JPs) approved a measure to change the 1999 budget to pay for reappraisal work which is set to begin this week.

JPs voted to increase 90% of the estimated revenue for county general in 1999 to $1.32 million from $1.24 million.

Counties' are not able to budget more than 90% of the anticipated revenues during a year, though they are allowed to change it often.

Nevada County was in January billed by Arkansas Cama Technology (Cama) for its property appraisal work.

Cama billed Nevada County just more than $17,000 for November and December, though work has to be started by the company.

With JPs raising the estimated revenue, they created $82,400 for county general.

This figure was derived by showing a $45,000 carryover from 1998, $12,000 in additional taxes collected, $6,000 in additional general turn back funds and $28,500 in reimbursement for reappraisal.

It is now required by the state that all counties reappraise before 2001 ends. The state is reimbursing each county $7 per parcel paid either to the county or to school districts.

Cama is the only group that bid Nevada County's reappraisal.

The three school districts in Nevada County will receive the most from the reappraisal, and are being charged for 70% of the work.

Nevada County will hold the district's turn back funds for this amount until each has paid its fair share. The city of Prescott's cost is about 8%.

Reappraisal is expected to raise the revenues for the county, the city of Prescott and the three school districts significantly since no current appraisal exists.

In other business, JPs heard a report from Prescott-Nevada County Economic Director Jon Chadwell.

Chadwell reported to JPs about the Fish Nest Restaurant, which is expected to be finished in about 16 weeks. Fish Nest will be located next to A&E Texaco Roadmart at Exit 46 on Interstate 30.

Chadwell also told the group that the Rip Griffin Travel Center, which purchased land north of Interstate 30 at Exit 44, is expected to begin dirt work this week.

A meeting has been set-up by Chadwell with Mike Marlar on rural water projects Nevada County is involved with.

Chadwell also informed the group that a $3,000 grant from GTE will be used to build a web page for industrial recruitment on the University of Arkansas at Little Rock (UALR) Dina' page.

Domain names for the economic office have been purchased. The three domain names are: (preceded by http//www.) prescottar.com, nevadacountyar.com and pnpartnership.org. No date has been given for when these might be up and running.

Chadwell told JPs that a grant is being sought for Prescott's three downtown streets and sidewalks.

A grant that has been approved to pave two county roads that would benefit Rip Griffin Travel Center and Hanson Aggregates has hit a snag according to Chadwell.

He told JPs that a lawsuit has been filed, stopping the law created by the Arkansas Legislature. This could prohibit the county from using the funds he said. If the county went ahead and used the funds and the state lost the lawsuit, the county would be required to pay back the funds from its state turn back funds.

A similar grant from the state will be sought by Chadwell's office to use on the roads.

The grant money will pave the first county road on the right after crossing over Interstate 30 off U.S. Highway 371 for Rip Griffin.

Hanson Aggregates is located off Highway 67 north, near the Boughton community.

Nevada County Judge James Roy Brown reappointed JPs Curtis Lee Johnson, Willie Wilson and Gary Lewis to the personnel policy committee.

The committee is planning to meet before the end the January and go over the policy manual for Nevada County and address meal reimbursement for county employees traveling out of town.
