JPs Looking For Vet's Names

All Clark County Veteran's will now be able to have their names written in stone. To honor all Clark County Veteran's living and deceased, the Veteran's Wall Monument is waiting for their names now.

At the Clark County Quorum Court meeting Monday night, Jan. 10, Clark County Judge Floyd "Buddy" Manning reported on the progress of the monuments' accessories. "We're expecting the flagpoles in on Tuesday, the spotlights and marble work will be next," he said.

When asked about the progress Friday, Manning stated, "The electricians are finishing up the wiring for the spotlights now. We should be ready to rededicate the monument on March 1, 2000.

"The dedication will be held at approximately 2:00 p.m. in memory of the tornado that destroyed the original monument," conveyed Manning.

Charles Smith of Smith Monument Co. in Arkadelphia will be producing the marble plates which will be placed in the red brick wall structure on the North side of the renovated Clark County Courthouse.

Manning stated that the forms for putting yourself or other veterans on the monument are ready and can be picked up from the judge's office.

The Quorum court is still working on Ordinance No.99-21 that will establish more rules of procedure for the court. The ordinance is not an immediate problem because the court is already ordered by the state to follow a number of standard rules.

For example the court will follow the Procedural Guide for Arkansas County Quorum Court Meetings' as prepared by the University of Arkansas and the Association of Arkansas Counties. When those are unclear the court must follow the current edition of "Roberts' Rules of Order." Also, the court can make no rules that contradict the laws of the State of Arkansas.'

Ordinance 99-21 is awaiting it's second reading in the court. There will be another official reading before the justices can even vote to pass it.

Justice Bill Kirksey congratulated Judge Manning and staff on the prevention of Y2K errors. "21 counties in the state had Y2K crashes, but we didn't," commented Kirksey. Judge Manning replied, "Our only problem was with the installation of a new computer."
