Council Approves RulesBY JOHN MILLERPublished Wednesday, November 17, 1999 in the Gurdon Times A set of usage rules will soon be adopted for the use of City Hall's board room. At the regular meeting of the Gurdon City Council, Mayor Rick Smith brought up the need for such a list, saying the municipal building belongs to everyone in Gurdon, but must be maintained properly. A list of old rules for the board room were examined and updated, with the council agreeing to pass a resolution on the rules next month. Under the proposed rules, the board room will not be available for commercial sales of products or promotions unless they are for the benefit of a non-profit organization, such as the Gurdon High School Band or the Future Farmers of America. Each instance will be handled individually, with the city to make the final decision if the program in question falls within the appropriate guidelines. Any damage to the building or furnishings will see the group or individual who scheduled the use of the board room responsible for the reimbursement of having the damages repaired and clean up done. The board room, under the rules, must be reserved in advance, with reservations made through the mayor's office or Gurdon Police Department dispatcher. The dispatcher will keep a utilization calendar of the reservations. A cleaning deposit of $25 will be required prior to each use. This deposit will be returned to the user upon a satisfactory inspection of the facility after the event has ended. Should cleanup or repair costs exceed the deposit, the user will be held liable for payment of the total amount. The placing of signs, posters, advertising material, pictures, etc. or any other decorative materials is permissible on the front windows only and then only with approval. It is not permitted to put anything on the walls. However, a bulletin board can be used to put advertisements and the like up, but these must first be approved through the mayor's office. The municipal building can not be used for any dances, nor can it be booked on a continual basis. Each meeting will require a separate booking, with arrangements made each time the room is needed by a group or organization. All donations to the municipal building become the property of the City of Gurdon and can be used as needed. All board room tables and chairs, along with other furniture are to remain in the municipal building and will not be available for other uses off the premises. Neither smoking nor the use of alcoholic beverages is allowed inside City Hall. Additionally, the rules prohibit overnight use of the facilities, and when cleaning up, all trash bags must be removed from the building. Those groups using the board room must furnish their own trash bags as well. No frying or grilling of foods will be allowed inside the building at any time. The kitchen at the rear of the board room has the necessary equipment for warming pre- cooked foods. Smith said the GPD dispatchers will be heavily involved as they are the ones on duty at night.
