Honorably discharged veterans rated at 100 percent disabled by the Department of Veterans Affairs (DVA) and not entitled to retired pay, are entitled to a DD Form 1173 reflecting eligibility to commissary, exchange and MWR privileges only.

These individuals are not entitled to medical care through the Uniformed Services. They receive their medical care benefits through the Department of Veterans Affairs.

In addition, letters from the DVA that indicate the veteran has been awarded 100 percent disability compensation based upon unemployability is not justification for receiving an ID card.
