Nevada County Native One of Six Promoted

Six officers with the Arkansas State Police were recently promoted, including an officer from Prescott.

Two sergeants, according to a release from the ASP, were promoted to lieutenant and four corporals were promoted to sergeant by Col. John R. Bailey, ASP director.

Barney C. Phillips Jr., 52, became a lieutenant in the marijuana eradication section of the Criminal Investigation Division (CID) at ASP headquarters in Little Rock. Charles Lambert, 43, was promoted to lieutenant to become commander of Company D in the CID at Fort Smith.

Phillips, a native of Logan County, joined the ASP in July 1966. He was a member of the football and track teams at Arkansas Tech University in Russellville before beginning his career in law enforcement. He has been assigned to the marijuana eradication unit for four years, and was a sergeant with the ASP for 15 years.

Lambert, a Nevada County native, has been a trooper since June '76. He was promoted to sergeant in February 1987 and has been a member of Co. D since Aug. '94. Lambert replaces Dale Best, who was promoted to captain last month and named commander of Troop H in the Highway Patrol on Fort Smith.

Randy York, 44, was promoted to sergeant to fill Phillips' slot in the marijuana eradication unit.

Other promotions were: John E. Howell, promoted to sergeant in the Co. G CID unit; Darrell L. Slayton, promoted to sergeant in the legal advisory section of the ASP director's office; and John A. Sparks, promoted to sergeant in the recently created aircraft section.
