Smith again suggested a form showing when the meters are tested. Then, he said, the department would have a hard copy to prove the work has been done.

The debate continued along these lines until the commission decided to collect data as Smith requested from now until the end of December. If the documentation supports it, the charges will begin the first of the year.

Again, there will be no charges if the old meter is found to be defective. The $15 charge will only be instituted when the old meter, after being checked in-line with a new meter, is found to be operating correctly.

Smith praised Hurst, the water and sewer commission and the department's employees, saying they do a good job, but need to keep the public better informed.

In other business, Hurst said a change order will have to be issued in order to drill beneath the new Gurdon School Road.

Clark County Judge Grady Runyan paved the road last month before construction crews for the water and sewer project could bore through and lay pipe.

Hurst said the estimated cost of getting the boring done is $5,300. He said they are looking for a contractor to do the work at this time.

Otherwise, he said, work on the project is coming along fine. He told the commission construction crews are working six days a week and the weather has been in their favor.

There is a chance, he said, they could be done by the first of the year.

He said the water tower, which had been defaced by graffiti, has been repainted at less than the original estimate. In fact, he said, it only cost $1,000 to get the work done because it did not need to be sandblasted to bare metal.

The commission suggested presenting this new information to the Clark County prosecuting attorney to see if the person caught could have his restitution costs reduced. The perpetrator was originally charged $1,800 and court costs, as it was estimated the job would cost $1,800 to do.

The commissioners also agreed to give all water and sewer employees their annual Christmas bonus. This amount is 10 percent of their monthly salary.

The department's employees will also be getting a cost of living adjustment (COLA) of 3 percent, effective in Jan. 1996.
