1995 Successful In Clark CountyPublished Wednesday, January 10, 1996 in the Gurdon TimesLast year was a good year for Clark County, according to Clark County Judge Grady Runyan. "I'm well pleased with 1995," he said. "We were able to accomplish more than I though we would." Runyan said several bridges in the county were replaced, including some that were dangerous in the Manchester area. Additionally, he said the county road crews did its normal amount of blacktopping and asphalt work on top of everything else it did. This included building 10 miles of new roads in Clark County. Other accomplishments recorded in 1995 include settling the courthouse issue. Runyan said the Twin Rivers Architect firm of Arkadelphia is working on the plans and construction should begin in June. A model of the annexation has been made and is being placed on a rotating display. Currently, it is at the Clark County Courthouse, and will be moved to Horizon Bank next week. Runyan said the county was also able to clear up a lot of things leftover from 1994, before he took office as the county's highest ranking executive. "We were able to get on to our own program," he said. "We made a show in the county; did a lot of things that should have been done." Runyan said road crews installed three times as many culverts as normal during a year, while hauling twice as much gravel as usual. One of his proudest accomplishments, though, was getting the Smirna water project underway. Runyan said the Smirna project should receive 100 percent funding because of its size. He said some remapping will have to be done, but the entire cost of the project should be about $30,000. "All the wells in the area have been condemned for drinking," he said.
